Thanks for the correction, Roland. For the last number
of years I was on staff it wasn't used much at all (I
was the only one in the org trained on it) and I
assumed it was still that way, but I didn't factor in
the GAOT wherein I believe MAAs and E/Os are trained
on it at Flag on the Ethics Specialist lineup for
orgs. there was an attempt to export the tech out to
orgs in the 80s but it didn't take hold, probably
because having anyone trained in HCO was a luxury.

To John, it is a way of rolling back disaffection that
a person might have and tracing the line back to where
he/she got that particular datum ("where did you get
the idea that______?" and "Who told you that_______?")
and when enough lines all pointed back to the same
place, they figured they had their SP and declared
him/her. But it's a way of "filing" per HCOPL Ethics
Officer Hat. And it is no substitute for Ethics,
although if the CoS is substituting out-tech for Tech,
why wouldn't they substitute out-ethics for Ethics?
