As far as I can piece together from what's written and what people have
said is that LRH himself certainly had made some progress in this direction
as an individual.  However, the old CoS line that the release of upper levels
was dependent on enough folk having completed what was already released
was not without truth.  The fact is that LRH did not have people to pilot
the stuff on.  And the CoS certainly hasn't carried on where he left off
to any significant degree.

In the Freezone the Ron's Orgs assert to have many levels above OT7 - though
the veracity of such claims might be hotly contested by Ralph and Pierre.

Ralph himself, from a post on ot-l earlier this year, seems to have an idea
of what he considers OT 8-10 and possibly 11 are about.  But Ralph is short
of people to work with on it, just as LRH was.

I don't know where you get that data.  It is true that the case tends to
come off in layers and that the layers don't always appear in a nice predictable
order**.  Whether that means each and and every person's case is different
at this level or any other level I don't know.  It does mean that tech people
need to be alert and know their stuff to the extent that it is possibly
fair to say that all auditors should aspire to at least Class VI and anyone
wishing to deal with Clears and above really needs to aim for at least VIII
or IX.

** Two examples.  At lowever levels you don't normally push a person into
the area of OW until Grade 2.  Someone can, however, be so buried in life's
trials and tribulations that something like an HRD or other life repair
type action might be considered mandatory rather than optional for that
particular person.

An example from the OT levels is that it is intended that one audits OT2,
then 3 then move onto OT DRD and NOTs in that order.  But while that is
how one *has* to do it in the Church, some folk in the FZ have found that
they get temporarily buried in 3 and/or NOTs case while in the middle of
2 and need to handle that.  It can happen - but doesn't always.
